China International Conference of Science and Education Producers (CICSEP) was founded in 2000 and is now hosted by China Science Film and Video Association (CSFVA). Established with an aim to promote the producing and marketing of the science and science-education programs, CICSEP is an integrative event including international awarding event in categories (“China Dragon Awards”), stakeholders’ forums and non-commercial screenings regarding the newest science and science-education programs.
“China Dragon Awards” (referred to as the “Awards” thereafter) is an integral part of CICSEP and rewards outstanding films and television programs aiming at public education in the fields of science and technology from around the world.
The 11th China International Conference of Science & Education Producers is presently scheduled to be held in late September, 2020 in the city of Shenzhen, China. The “China Dragon Awards” ceremony is scheduled to be held concurrently. CICSEP cordially invites you to participate in this prestigious competition.
I. Categories and Prizes
1. 2020 “China Dragon Awards” have six categories:
l Science Documentaries (30mins and more)
l Science Documentaries (less than 30mins)
l Science Knowledge Shows (single episode)
l Science Knowledge Animation
l Short Science Videos (less than 8mins)
l Science Feature Films: sci-fi films included
2. Six Gold, twelve Silver and eighteen Bronze Prizes, as well as an indeterminate number of Nominees, will be selected by the Jury. Grand Jury Prize may also be issued, subject to recommendation of the Jury and approval of the organizing committee, to extremely excellent entries.
II. Submission Requirements and Guidelines
1. Films, television programs and other formats of videos that deal with a variety of science and technology-related topics can be entered. Only entries first broadcast or publicly released after January 1, 2019 and never been submitted to the “Awards” before are eligible.
2. Worldwide organizations, companies, and independent producers engaged in making and broadcasting of films, television programs and other formats of videos are eligible to submit.
3. By submitting the program, the submitting organization confirms to be the rights owner or have obtained permission for all copyrighted materials used in the entries and necessary permission to participate in the competition. The submitting organization shall be liable for any disputes concerning copyright of the entries.
4. THE DEADLINE FOR ALL ENTRIES IS JULY 31, 2020.
5. No entry fee applies.
6. In each category, each submitting organization can enter at most three entries. One program can only be submitted under one category. For serial programs, if the content of every episode is independent of each other, each episode can be entered as one entry.
7.We accept two submitting channels, via FilmFreeway.com or directly sent to our email address. Please choose only one channel to submit. Our account on FilmFreeway is “China International Conference of Science and Education

8. For EACH entry, the followings materials are required:
l Registration Form. One completed and signed copy printed on A4 paper; electronic version of the Form in Word format. In light of the COVID-19 situation, it is acceptable to email a scanned copy of the signed Form first and send the printed copy later when possible. Registration Form can be found attached or downloaded from www.cicsep.com.
The name of “submitting organization” will appear on the award certificates, as well as other materials if applicable, delegates/representatives please be noted of this when filling out the registration form.
l Copy of the videos. We accept following video submitting methods: USB flash drives or data DVDs sent to the “Awards” office; downloadable video files, via downloading links or cloud storage service (WeTransfer.com recommended) links and passwords. Multiple programs can be submitted in one device or link. Video files shall be in MOV or MP4 format. Recommended digital format is MP4, H.264 codec, HD 1920x1024.
For FilmFreeway submissions, please upload the videos onto FilmFreeway. If one is having difficulties with uploading the videos onto FilmFreeway, please submit through downloading links or cloud storage service (WeTransfer.com recommended) links and passwords. Due to internet accessibility issues, please try to avoid using Vimeo/Youtube/Google links.
l Time-coded scripts of dialogue and/or commentary in Chinese and/or English.
l One 60 second trailer/clip for each entry for promotional purposes in CICSEP.
l 1-3 Posters and film stills: jpeg format; 300dpi.
l Entries in languages other than English and Chinese need to be subtitled in English; all entries are encouraged to be subtitled with English and Chinese.
9.Organization’s introduction and key crew bios are welcome.
10. Please email electronic materials to cicsep@cast.org.cn, theme titled with “China Dragon + submitting organization name (abbreviated)”. Please send physical materials to the address below, with package claiming “No commercial value, for cultural purpose only”.

I.Judging and Selection
1. The Jury will consist of no less than ten experts from China and other countries in related fields.
2. The Jury will conduct preliminary judging sessions to select the Nominees from all entries, and final judging sessions to select awards winners from the Nominees.
3. The winners list will be released on the closing ceremony of CICSEP and published on www.cicsep.com thereafter.
4. The Jury’s decisions are final.
II. Use of Entries’ Information and Elements
1. For promotional purposes, CICSEP shall be entitled to use registration information, posters and film stills, trailers in printed materials, promotional videos, television, internet, public sites, and other channels.
2.In the event that trailers are not provided by the submitting organizations, CICSEP shall be entitled to use one minute of content from each entry for promotional purposes.
3.All submitted materials will be kept by the organizing committee as archives, and will not be returned.
III. Non-Commercial Screenings
1.With the submitting organizations’ consent, award-winning entries may be included in non-commercial screenings in China. Entries are subject to further selection by the Organizing Committee to be screened.
2. The access for audience is free.
3.CICSEP do not pay any fees to the submitters for screenings.
IV. Other Issues
1. CICSEP does not bear shipping, postage and insurance costs for films and materials for the competition, and shall not be held liable for any loss and damage of the films and works during their delivery and any loss, mistake or damage of registration information due to other force majeure factors.
2. By submitting, the submitting organizations are deemed as accepting the above mentioned articles and rules.
